It is not a guess based on square footage alone; plenty of contractors size units that way and get it wrong. One shortcut worth checking: has the house changed since the AC went in? A renovation, an addition, new insulation. Any of those can throw off sizing that used to be correct.

Turning the thermostat down lower will not fix a wrong-sized air conditioner. It just forces the unit to work harder without solving anything. A proper load calculation from a licensed contractor is the starting point.
